I am directed by the Lords Commissioners of His Majesty's Treasury to acknowledge the receipt of Mr. Cox's letter of the 3rd instant (14381/1909),
stating that difficulties have arisen in connexion with
the proposed arrangements for establishing a Court of
Appeal in Hong Kong, and that for the present at any rate the Earl of Crewe does not propose to proceed
further in the matter.
